That broadens the degree to which those logistics managers need to think about things like sourcing and trade compliance. Indeed, US tariff policy now swings more often and abruptly than ocean spot rates. Some US importers of India-sourced goods are now forced to reconsider whether to keep ordering from the country after President Donald Trump on Wednesday announced a 25% tariff, dealing a blow to India being seen as an emerging production alternative to China. US importers of goods from the European Union are weighing similar considerations <a href="https://www.joc.com/article/trans-atlantic-trade-dispute-averted-as-us-eu-reach-weekend-deal-6051144">after last weekend’s announcement</a> of a 15% US tariff, while the Aug 1. deadline for higher tariffs to kick in against other trade partners looms. They also have more leverage to force the suppliers to take on more of the cost, allowing retailers to spare American consumers higher costs, for now. All this uncertainty translates into foggier-than-usual forecasts from cargo owners to carriers, and results in shoulder shrugs from shippers when asked about demand in the medium-term. It’s hardly surprising, then, that more container capacity than needed returned to the trans-Pacific after China bookings began rebounding in mid-May when Trump announced the 90-day pause on US tariffs of 145%. Barometers of future import demand are of limited help to carriers. Consumer sentiment may be improving and the labor market resilient, but economists and a growing number of companies warn that the true impact of higher tariffs on the US economy will show in the cost of products in the second half of the year. The rise in the consumer price index, climbing to 2.7% in June from 2.4% in May — highest since February — may signal that the impact of higher tariffs is only now beginning to be felt. <div class="phx-topic">European air freight importers are being indirectly affected by a tariff-driven shift in Asian trade flows that is putting capacity out of Southeast Asia under increasing pressure. While deployed air cargo capacity on routes from Southeast Asia to both Europe and the US remains flat this week compared with the average of the past four weeks, the shifting of volume from China to its southern neighbors is tightening available space, according to Jonathan Mellink, head of sales at air cargo analyst Rotate. “Shippers have shifted supply chains to cater for the differences in [US] tariff levies on different countries of origin, and we see these goods — computers, smartphones, auto parts — that were mostly coming out of China are being sourced in other locations,” Mellink told an air freight webinar hosted by Rhenus Logistics this week. For example, Mellink said 90% of all video game consoles were exported from China last year, but 50% of the products were now being sourced from Vietnam. Another example included Apple iPhones made in India, where significant volumes produced for the European market have been shifted to the US. While some electronics such as laptops, semiconductors and smartphones are excluded from the 10% US “reciprocal tariff” on Chinese imports, all imports of Chinese origin are subject to the 20% fentanyl tariff. “Shippers are trying to be agile and change their supply chains to benefit from at least some of the tariff differences out there,” Mellink said. Still, Chris Bode, vice president of global air freight at Rhenus Logistics, said exporters shifting thousands of tons of air freight from China to Southeast Asian manufacturing hubs such as Thailand and Vietnam risk overloading the outbound market. “[Thailand and Vietnam] are exporting roughly 40,000 tons a month on average, and when suddenly you have another 3,000 tons of a single commodity that was originally from China, it can affect global supply and demand,” Bode told the air freight webinar. “If a customer today is importing automotive-related cargo from Thailand into Germany, he will feel the impact of the US tariffs, even though he’s not involved directly with China-US trade,” he added. “It is important to understand how this new supply-demand is going to balance out and what its impact will be on customers that do not have direct trade flows with the US.” <h3>Keeping eggs ‘in the China basket’ </h3>The shifting of trade flows also poses a challenge to airlines, especially those deeply committed to the Chinese market, such as Abu Dhabi’s Etihad Airways. Leonard Rodrigues, director of revenue management and network planning at Etihad Cargo, told the webinar that the carrier in June signed a joint business agreement with Shenzhen-based SF Airlines, the largest cargo carrier in China. “It’s going to be very interesting to see what the impact of the tariffs and the trade volatility will be, because a big share of our eggs is in the China basket,” he told the air freight webinar, noting that Etihad in the past year has increased the number of weekly China flights from 11 to 18. However, Rodrigues said “making life easier” was the fact that Etihad Cargo had low exposure to the US, with only 3% of its freighter capacity deployed on Asia-US trade routes. Another factor insulating the carrier from the shifting trade flows was its size, as Etihad Cargo is a small player compared with the major air freight operators. Despite the shifting trade flows, Rodrigues pointed to the stability of air freight rates, with China-US rates this week close to levels seen during Chinese New Year in early February and China-North Europe up 10% over that time. China-North America rates were at $5.02 per kilogram this week while the China-Europe market was at $4.25/kg, according to the Baltic Air Index. <div class="phx-topic">“Strategic inaction” is the order of the day in the tariff uncertainty-hit multipurpose vessel (MPV) sector, shippers say. Carlos Cortes, supply chain director for North America at wood products shipper CMPC Forest Products, told the Journal of Commerce the company is continuing to monitor tariff developments, “but we are holding back on executing until we can get better visibility of the final situation,” a direction he described as “strategic inaction.” Cortes noted a slight decline in North American MPV freight rates, but said it was “nothing significant” for contracted rates. “For me, the main takeaway is that the North America market is stable and holding on amid the geopolitical and economic conditions,” he said. Cortes added that he hadn’t seen major changes to capacity availability. “We are expediting vessels as much as we can and for now haven’t experienced major disruptions,” he said. “We will need to see how this changes if [tariffs] are finally confirmed in August.” Continued stability in multipurpose freight rates could be the “calm before the storm” or an indication of a resilient market environment, said specialist broker Toepfer Transport. In its July 25 Multipurpose Shipping Report, the broker said its bellwether Toepfer Multipurpose Index (TMI) remains stable, with almost no significant up or down movement. The index stood at $12,905 per day for July, up just 0.07% from June. A similar downbeat forecast applies to Europe, where weak exports are still sufficient to sustain break-even income for carriers, but “there is no indication of improvement over the next few months,” Toepfer said. MPV shippers adopt ‘strategic inaction’ operating model to counter instability

A wave of AI-based tools for software developers is likely to raise shipper expectations around the effectiveness and cost of logistics software applications.

<div class="phx-topic">Logistics software vendors and third-party logistics providers (3PLs) are turning en masse toward a relatively new cohort of artificial intelligence (AI)-based code development tools, a trend that’s likely to accelerate and broaden the scope of products aimed at shippers across modes. The impact of these tools is only just starting to reveal itself, with technology providers, whether standalone or part of a 3PL, telling the Journal of Commerce they are using code development tools in an ever-expanding way. Those tools — which notably include fast-growing brands such as Cursor, Windsurf, Base44 and Lovable, among dozens of others — help companies generate, test and audit code, depending on their strengths. The potential impacts of the tools on customers are numerous. Logistics technology providers can build applications, features, or whole new products faster. They can expand the capacity of their engineering teams, without adding headcount, by having coding products build or edit base code, theoretically bringing down a provider’s operating costs. They can also audit code faster and, in general, more accurately than human engineers are able to. “Over 55% of our net new code is now AI-generated using tools like Cursor,” said project44 CEO Jett McCandless. “This includes everything from feature scaffolding to test creation. AI is now an embedded part of how we write and review code.” McCandless said project44 went from virtually no AI-generated code in late 2024 to 45% by March 2025, surpassing 50% by June. “The speed of adoption reflects both developer enthusiasm and a company-wide shift to treat AI as a foundational tool, not a novelty,” he said. <h3>Not alone </h3>And project44 is hardly alone on this fast-moving path. “We started using Cursor almost a year ago, and by the end of 2024 we were at 36% and currently on a journey to get it to 50%,” said Graham Parker, CEO of logistic software vendor ShipAngel. “We were at 44% in June — a little behind target but still an insane leap in a single year. And some of our [venture capital investor’s] portfolio companies in other sectors are at 80% already. “Headcount-wise, you could look at it and say you can now do the work of 20 engineers with maybe five to seven.” Parker pointed to the CEOs of major tech companies such as Microsoft, OpenAI and Anthropic all saying 90% of code will be written with AI within a year. Journal of Commerce parent company S&amp;P Global recently signed a deal with Anthropic, whose code generation software Claude is one of the cohort of tools being used by developers. “It’s hard to disagree when they likely see unreleased models with this capability or least the clear path to it,” Parker said. Among software developers catering to the logistics industry, the biggest value is the speed and efficiency with which they can create what’s known in software circles as minimum viable products (MVPs). “We’ve probably cut the time to complete a project in half, but that doesn’t necessarily correlate into that project being more worthwhile,” said Tobias Haahr Nielsen, founder of Anthem Agency, which does outsourced software production work in the supply chain and logistics industry. “One major value of AI is that creating MVPs is significantly easier because you can get the AI to do what would otherwise take a long time to write out.” That means, for instance, the MVP might not hit the target, but testing five different iterations would be faster than building one in a traditional development environment. “It’s significantly cheaper to just get an AI agent that has an 80% accuracy rate,” Nielsen said. “So one-fifth fail, but we’re aware of it. That’s very valuable if you’re just testing out the solution. It helps answer the question: would there actually be a use case here?” <h3>Different tools for different uses </h3>The breadth of code development tools available also signals a diversified market that assumes not every technology provider’s needs are the same. Some companies need advanced code generation tools to reduce the costs of hiring and retaining high-level engineering talent. Others want tools that allow people in semi-technical roles — say, a product manager — to build a quick prototype based on a conversation with a customer. There are even products that allow beginners to spin up basic applications through natural language prompts akin to asking ChatGPT to create a PowerPoint presentation. “It gives smaller companies an advantage in that we don’t have to adhere to what tools our development team can and can’t use,” said Jake Hoffman, chief technology officer at logistics software provider Gnosis Freight. “If there’s something that will help us, we’re going to try it out.” Hoffman said Gnosis has “doubled down” on AI development tools, including Cursor, Windsurf and Devin. He said those tools will bridge the gap between developers and non-technical logistics experts in the way no-code and low-code software products bridged the gap between super users and entry-level users of logistics software. He said the tools Gnosis uses tackle tasks as varied as code generation, comprehending how existing code works, and checking for “AI hallucination.” “If I write something six months ago and we hire a new person, we can have that program explain to them why it was written and what it’s intended for,” Hoffman said. <h3>Humans remain important </h3>McCandless said project44’s engineers still take the lead on security-sensitive logic, performance-critical systems and new architectures. “That’s where judgment, experience, and creativity outperform AI suggestions,” he said. “We let AI handle the bulk and humans handle the edge cases and innovation. We prioritize engineers who can design systems and collaborate with AI. Some roles, like manual quality assurance or maintenance, are shrinking as AI absorbs that work. That has specific relevance to the logistics industry, where the going theory has been that developers with domain expertise in freight and transportation are more effective because they understand the nuances of what customers want. “It’s not the process itself, it’s the nuance in a process,” Hoffman said. “You have code and AI agents that can now speak to the nuance of a process.” For instance, a developer that understands the business case for the software he or she is building can be more effective in prompting AI code generation tools. “The prompt for a new customer can be, ‘look how we implemented for these customers. Do the same, but for this customer call it discharge instead of available date,’” Hoffman said. <h3>Tech titans fuel progress </h3>In terms of the pace of development, Hoffman said the logistics industry is benefiting from intense competition in the generative AI world in both general purpose and industry-specific solutions. “All the big companies in our industry are building on top of OpenAI, Gemini and Grok, and they’re all beating each other up on models,” he said. “So there are two layers of competition where it’s getting better all the time.” Parker said the usage rate in logistics tech will inevitably lag other sectors. “Some of these products are trained on large existing code bases and, as we know, there is a lot less modern logistics code than, say, in [customer relationship management] software,” he said. Logistics software vendors and third-party logistics providers (3PLs) are turning en masse toward a relatively new cohort of artificial intelligence (AI)-based code development tools, a trend that’s likely to accelerate and broaden the scope of products aimed at shippers across modes. The impact of these tools is only just starting to reveal itself, with technology providers, whether standalone or part of a 3PL, telling the Journal of Commerce they are using code development tools in an ever-expanding way. Those tools — which notably include fast-growing brands such as Cursor, Windsurf, Base44 and Lovable, among dozens of others — help companies generate, test and audit code, depending on their strengths. The potential impacts of the tools on customers are numerous. Logistics technology providers can build applications, features, or whole new products faster. They can expand the capacity of their engineering teams, without adding headcount, by having coding products build or edit base code, theoretically bringing down a provider’s operating costs. They can also audit code faster and, in general, more accurately than human engineers are able to. “Over 55% of our net new code is now AI-generated using tools like Cursor,” said project44 CEO Jett McCandless. “This includes everything from feature scaffolding to test creation. AI is now an embedded part of how we write and review code.” McCandless said project44 went from virtually no AI-generated code in late 2024 to 45% by March 2025, surpassing 50% by June. “The speed of adoption reflects both developer enthusiasm and a company-wide shift to treat AI as a foundational tool, not a novelty,” he said. Not alone And project44 is hardly alone on this fast-moving path. “We started using Cursor almost a year ago, and by the end of 2024 we were at 36% and currently on a journey to get it to 50%,” said Graham Parker, CEO of logistic software vendor ShipAngel. “We were at 44% in June — a little behind target but still an insane leap in a single year. And some of our [venture capital investor’s] portfolio companies in other sectors are at 80% already. “Headcount-wise, you could look at it and say you can now do the work of 20 engineers with maybe five to seven.” Parker pointed to the CEOs of major tech companies such as Microsoft, OpenAI and Anthropic all saying 90% of code will be written with AI within a year. Journal of Commerce parent company S&P Global recently signed a deal with Anthropic, whose code generation software Claude is one of the cohort of tools being used by developers. “It’s hard to disagree when they likely see unreleased models with this capability or least the clear path to it,” Parker said. Among software developers catering to the logistics industry, the biggest value is the speed and efficiency with which they can create what’s known in software circles as minimum viable products (MVPs). “We’ve probably cut the time to complete a project in half, but that doesn’t necessarily correlate into that project being more worthwhile,” said Tobias Haahr Nielsen, founder of Anthem Agency, which does outsourced software production work in the supply chain and logistics industry. “One major value of AI is that creating MVPs is significantly easier because you can get the AI to do what would otherwise take a long time to write out.” That means, for instance, the MVP might not hit the target, but testing five different iterations would be faster than building one in a traditional development environment. “It’s significantly cheaper to just get an AI agent that has an 80% accuracy rate,” Nielsen said. “So one-fifth fail, but we’re aware of it. That’s very valuable if you’re just testing out the solution. It helps answer the question: would there actually be a use case here?” Different tools for different uses The breadth of code development tools available also signals a diversified market that assumes not every technology provider’s needs are the same. Some companies need advanced code generation tools to reduce the costs of hiring and retaining high-level engineering talent. Others want tools that allow people in semi-technical roles — say, a product manager — to build a quick prototype based on a conversation with a customer. There are even products that allow beginners to spin up basic applications through natural language prompts akin to asking ChatGPT to create a PowerPoint presentation. “It gives smaller companies an advantage in that we don’t have to adhere to what tools our development team can and can’t use,” said Jake Hoffman, chief technology officer at logistics software provider Gnosis Freight. “If there’s something that will help us, we’re going to try it out.” Hoffman said Gnosis has “doubled down” on AI development tools, including Cursor, Windsurf and Devin. He said those tools will bridge the gap between developers and non-technical logistics experts in the way no-code and low-code software products bridged the gap between super users and entry-level users of logistics software. He said the tools Gnosis uses tackle tasks as varied as code generation, comprehending how existing code works, and checking for “AI hallucination.” “If I write something six months ago and we hire a new person, we can have that program explain to them why it was written and what it’s intended for,” Hoffman said. Humans remain important McCandless said project44’s engineers still take the lead on security-sensitive logic, performance-critical systems and new architectures. “That’s where judgment, experience, and creativity outperform AI suggestions,” he said. “We let AI handle the bulk and humans handle the edge cases and innovation. We prioritize engineers who can design systems and collaborate with AI. Some roles, like manual quality assurance or maintenance, are shrinking as AI absorbs that work. Importantly, a growing number of retail logistics managers and importers, exhausted by the US’ ever-shifting trade policy, have given up on trying to beat moving tariff deadlines. “It doesn’t seem that tariffs and trade deals are quite the driving factor that they had been as recently as six to eight weeks ago,” Stephen Nothdurft, vice president of sales for North America at the forwarder MOL Consolidation Services, told the Journal of Commerce. “The import community has kind of decided, ‘It is what it is, and we can’t control it, but what we can control is just making sure our freight is on the shelf when we need it.’” Indeed, the prospects of a final rush of cargo tied to US trade policy announcements are fading, even if some forwarders and carriers hold out for a final pop in volumes in August. “Strategic planning and long-term decision-making based on tariff deadlines makes no sense because you just don’t know what those deadlines will be from week to week,” the logistics manager of a national furniture retailer told the Journal of Commerce. Ocean carriers <a href="https://www.joc.com/article/looming-august-tariff-deadline-prompts-carriers-to-pull-trans-pacific-capacity-6045526">plan to deploy less tonnage</a> from Asia to the United States in August than in July, according to ocean visibility provider eeSea. So far, ocean carriers are planning to blank less capacity next month than in July, although carriers warn that may change as container spot rates keep falling. <div class="wrapper-narrow"><dynamic-object type="jocchartid" resource-id="88ff376b-3b44-447f-ae0f-22d6a0011592"></dynamic-object></div>Spot rates, a measure of how capacity matches up with demand, have been falling since late May and early June, according to various indexes. They’re also shifting assets within their networks as shippers react to supply chain challenges created by higher US tariffs on imports. Excess capacity, however, remains a drag on truckload revenue and pricing. Despite low single-digit gains in contract rates, shippers still dominate the truckload market. Freight flows at Knight-Swift Transportation Holdings “shifted meaningfully from normal patterns” in the second quarter, CEO Adam Miller said during an earnings call last week. “While the import cliff that many anticipated did not prove to be as stark, there was a general softness in freight demand for most of the quarter, especially on the West Coast,” Miller said. That pushed Knight-Swift’s truckload subsidiaries to seek freight in other lanes as imports dropped and freight moving inland from California ebbed. “We are staying close with our customers as the situation unfolds,” Miller said, with the company shifting capacity across the map as shippers react quickly to changing import flows to manage inventory levels. Imports at US ports dropped 11.8% from April to May and were down 6.4% year over year in May, <a href="https://www.joc.com/article/us-retailers-upgrade-import-forecast-after-tariff-deadline-extended-to-aug-1-6040890">according to the Global Port Tracker (GPT) released by Hackett Associates and the National Retail Federation in early July</a>. The GPT forecast called for a 14.6% increase in containerized US imports this month from June, as shippers pushed to get freight to the US before higher tariffs on many trading partners take effect Aug. 1. <h3>Added complexity </h3>Changes in trade policy affected the timing and direction of freight flows at J.B. Hunt Transport Services in the second quarter, according to Spencer Frazier, the company’s executive vice president of sales and marketing. “Some customers have pulled freight forward, some continue to execute demand-driven strategies and others are making changes to their country of origin and manufacturing plans,” Frazier said during a recent second-quarter earnings call. “This added complexity, lack of accurate forecasts and potential for volatility is why our <a href="https://www.joc.com/article/jb-hunt-says-surcharges-necessary-to-maintain-peak-season-service-6044880">peak season surcharge programs</a> [for intermodal rail] are starting earlier this year,” he added. But neither J.B. Hunt nor Knight-Swift — the largest and second-largest US truckload providers, respectively — reported enough tightening in truck capacity to turn the market away from shippers. “We think it’s going to be a slow process for capacity to exit the market,” Miller told analysts. “The question would be what’s going to happen with demand.” <h3>Reshuffling capacity </h3>Since 2022, large truckload carriers have cut capacity, sometimes steeply, as freight demand and truckload spot and contract rates declined. Significant cuts in actual truck counts brought the Journal of Commerce Truckload Capacity Index down from 93.2 in the second quarter of 2022 to 74.9 in the first quarter of this year. The second-quarter 2025 reading for the index, which tracks actual truck counts at large publicly owned truckload companies, will be released in August. <div class="wrapper-narrow"><dynamic-object type="jocchartid" resource-id="b78888c4-1c6e-40c4-a3f6-ec06b7a7b511"></dynamic-object></div>Knight-Swift cut its average truckload tractor count by 6.6% year over year in the second quarter and by 6.3% in the first half of 2025. But the holding company is adding less-than-truckload (LTL) capacity. “We’ve gotten pretty smart in a way we haven’t been in the past about how to move assets between our divisions,” CFO Andrew Hess said during the earnings call. “We can take dedicated trucks out of our truckload businesses and use them in LTL day cabs,” Hess said. “We’re moving trailers out of our Swift business to U.S. Xpress and replacing more expensive lease trailers. So we are figuring out how to take advantage of all of our brands to drive efficiencies and get smarter about that.” J.B. Hunt plans $100 million in cost cuts this year, but it expanded its over-the-road truckload fleet in the second quarter in response to higher load volumes. The carrier increased its over-the-road division’s truck count 7.6% year over year to 2,041 in the last quarter as loads hauled rose nearly 13% to more than 104,000. “We are working to methodically grow [truckload] while remaining disciplined on network balance,” said Nicholas Hobbs, J.B. The second-quarter 2025 reading for the index, which tracks actual truck counts at large publicly owned truckload companies, will be released in August. Knight-Swift cut its average truckload tractor count by 6.6% year over year in the second quarter and by 6.3% in the first half of 2025. But the holding company is adding less-than-truckload (LTL) capacity. “We’ve gotten pretty smart in a way we haven’t been in the past about how to move assets between our divisions,” CFO Andrew Hess said during the earnings call. “We can take dedicated trucks out of our truckload businesses and use them in LTL day cabs,” Hess said. “We’re moving trailers out of our Swift business to U.S. Xpress and replacing more expensive lease trailers. So we are figuring out how to take advantage of all of our brands to drive efficiencies and get smarter about that.” J.B. Hunt plans $100 million in cost cuts this year, but it expanded its over-the-road truckload fleet in the second quarter in response to higher load volumes. Export-side users have included automotive original equipment manufacturers (OEMs), steel and chemical producers and agricultural shippers, while imports have consisted of tier 1 suppliers, machinery and equipment distributors and retail or e-commerce consolidators. These routes were not chosen for efficiency or cost. They were imposed by federal restrictions that have for decades prevented containerized freight from entering or exiting the Great Lakes by vessel. US Customs today does not permit such movements through Michigan because no facility in the state meets the required federal standards for security and processing. That is about to change. In 2026, the Port of Monroe will activate the first SAFE Port Act-compliant international container terminal in the Great Lakes, along with a new roll-on/roll-off (ro/ro) platform that complements existing vessel berths, dual Class I rail access and proximity to interstate highways and Midwest manufacturing. Together, these assets position Monroe as a fully integrated inland gateway for containerized trade and high-value industrial logistics. Conservatively, 1 million to 2 million TEUs of oceangoing cargo are generated annually from the Great Lakes’ industrial core, according to port estimates. This includes high-value shipments from sectors such as automotive, machinery, chemicals and electronics. Rather than projecting future throughput volumes, the Port of Monroe is focused on establishing a lawful and functioning corridor, allowing the market to respond. The goal is to restore balance, provide carriers with a practical entry point and give shippers a logistics option that should have existed decades ago. The terminal at Monroe will be available to operators who recognize the value of establishing service in an underserved but strategically positioned market. The automotive industry, in particular, stands to benefit. With production concentrated in the Midwest and export demand on the rise, direct vessel service from Monroe reduces complexity and supports just-in-time inventory models. Monroe offers a new point of connection between Midwest production and global markets, serving as a strategic outlet for general containerized freight and, more uniquely, for the direct shipment of new vehicles via ro/ro or in containers. The March 2024 collapse of the Francis Scott Key Bridge in Baltimore, a critical ro/ro and vehicle export hub, exposed the system’s fragility. Overnight, cargo flows were disrupted, schedules were delayed and shippers were forced to reroute at significant cost. Inland ports such as the Port of Monroe offer a hedge against that kind of single-point failure. <h3>‘Manageable’ constraints </h3>Do the Great Lakes have constraints? Yes, but they are manageable. The annual three-month winter closure of the St. Lawrence Seaway is predictable and published well in advance, allowing cargo owners and carriers to plan accordingly. Intra-lake shipping continues throughout the winter, particularly with ice-class vessels. Recent climate trends indicate shorter freeze periods and milder conditions, which are gradually increasing intralake shipping capacity during the winter months. Other northern regions facing even harsher winter conditions have demonstrated what is possible. The Baltic Sea offers a relevant example. Despite a smaller economic footprint and more severe ice conditions, Baltic ports remain active year-round through the use of ice-capable vessels and integrated multimodal infrastructure. There is no reason the Great Lakes, now that the regulatory path has been cleared, should not do the same and make a comparable contribution to North American trade resilience. Unlike coastal gateways, which face sudden disruptions from hurricanes, labor action and infrastructure failures, the risks on the Great Lakes are stable and foreseeable. That reliability offers a competitive advantage for shippers navigating global volatility. But infrastructure alone is not enough. What is required is a shift in mindset. Federal freight policy must treat the Great Lakes as a fully integrated corridor. Carriers need to revisit assumptions about vessel size and routing patterns. Shippers will now be able to prioritize proximity, reliability and carbon performance rather than adhering to legacy paths shaped by outdated restrictions. Hutchison, whose businesses include ports, telecoms, real estate and retail, did not provide details on the Chinese investor, although it is widely thought to be Cosco Shipping Holdings. Cosco’s potential involvement follows speculation the Chinese government was pushing for a Chinese shipping group to join the BlackRock-TiL group as a condition of <a href="https://www.joc.com/article/beijing-issues-warning-over-hutchisons-proposed-sale-of-panama-ports-company-5962910">Beijing giving regulatory approval to the deal</a>, announced in March. TiL is the terminals division of Gianluigi Aponte’s Mediterranean Shipping Co. The deal would also make MSC/TiL the world’s biggest terminal operator, with throughput volumes of more than 130 million TEUs, according to Drewry. There is speculation the restructured deal will see BlackRock-TiL buying Hutchison Port Holdings’ 90% stake in the Panama Port Company, with BlackRock and its Global Investment Partners as the lead investor and no Chinese involvement. That would assuage Trump administration criticism that China influences cargo and ship movements through HPH’s ownership of Balboa and Cristobal ports at either end of the Panama Canal. The claims, made soon after Donald Trump became president in January, have been rejected by China. If Cosco joins the consortium there could be added scrutiny from regulators in South Korea and the Middle East due to overlapping terminal interests by HPH and Cosco in Busan, the United Arab Emirates and Egypt, one analyst told the Journal of Commerce. For seller Flexport, the deal represents an apparent solid profit on its short-term ownership of the Convoy technology. A source who did not want to be identified pegged the Convoy sales price at about $250 million; Flexport acquired Convoy Platform for about $15 million. “We’re the biggest marketplace, but brokers and carriers want the most trusted and efficient marketplace, not just the biggest,” DAT CEO Jeff Clementz told the Journal of Commerce. “Trucker Tools helps with visibility and Outgo allows us to embed payments into the flow, which helps verify the broker and the carrier. “The last piece was an end-to-end automation platform, and we looked at building this ourselves, but we saw Convoy as having the best platform.” Clementz said the Convoy Platform will run in parallel with DAT One, the company’s core product for finding, booking and paying for loads, with both apps remaining operational until they’re merged over the next year. “This will be a free add-on service for customers,” he said. “Only when a broker is successful in automating a load will they pay a transaction fee. It’s free for carriers. We’re recommending they push all their loads into the platform, and those that can’t be automated will go through the DAT marketplace.” Clementz said existing DAT customers can onboard into Convoy in minutes using their DAT login credentials. About 98% of all loads in the Convoy Platform are automated, said Bill Driegert, executive vice president of trucking at Flexport, who is moving to DAT along with the Convoy team as part of the transaction. <h3>Straightforward migration </h3>In the first half of 2025, DAT’s executive team reached out to Driegert to explore the possibility of DAT acquiring the Convoy Platform, which had been <a href="https://www.joc.com/article/flexport-resurrects-convoy-truckload-tech-as-tool-for-drivers-brokers-5200185">resurrected in early 2024</a> as a standalone transactional app for carriers and brokers. While Convoy had <a href="https://www.joc.com/article/resurrected-convoy-app-gaining-traction-among-small-carriers-brokers-flexport-5214133">attracted 30,000 carriers onto the app</a>, it was constrained by being associated with Flexport and its own brokerage business, Driegert said. “We were still in the early stages of bringing this back to market, and DAT has this huge reach,” he said. “And Convoy has the end-to-end execution.” Clementz said DAT sees up to half of the currently brokered loads as being “ultimately automatable.” “But we think, as brokers get more efficient, that number rises,” he said. Clementz added that the similarities in technology setups between DAT and Convoy will make the migration of Convoy’s automation toward the broader DAT platform straightforward, especially because the Convoy team already has experience in moving its technology from Convoy’s defunct brokerage business to Flexport. Data from air freight analyst Rotate shows capacity deployed on China and Hong Kong routes to the US is down slightly over the past four weeks at 36,000 metric tons. Frontloading of ocean freight and the sharp drop in e-commerce demand following a US clampdown on low-value Chinese imports have reduced the need for trans-Pacific air cargo. “While difficult to say exactly, we do see high levels of inventory combined with a relatively long lead up to the new tariff announcements which allowed shippers to plan ahead and choose a more cost-efficient method of transport,” said Jonathan Mellink, head of sales and marketing at Rotate. Online freight marketplace Freightos has drawn the same conclusions — with the low appetite for air freight evident in spot rates. The Freightos Air Index this week shows air cargo rates to the US from major trade partner origins were level with or slightly lower than just before an Aug. 1 extension to the 90-day tariff pause was announced in early July. A separate pause on higher tariffs on Chinese goods is due to expire Aug. 14. “For businesses shipping out of China, the 90-day tariff extension spurred a surge in ocean volumes and was likely long enough so that most frontloading ahead of August has been done by container,” said Judah Levine, head of research at online freight marketplace Freightos. “In the couple of weeks since President Donald Trump extended the reciprocal tariff deadline, we haven’t seen a surge in demand or upward pressure on inbound US air cargo rates from countries granted the extension,” Levine added. Freightos data shows rates from China to the US this week are $5.17 per kilogram, down 7% from early July and 3% lower year over year. While there may be a bump in volume and rates as the August deadline approaches, Levine said the lack of air freight demand reflected shippers’ expectations of de-escalations and deals, or possible further extensions to the tariff deadlines. <h3>Framework deals announced </h3>Mike Short, president of global forwarding at C.H. Robinson, said air freight remained an option for shippers looking to frontload before the new deadline, “but it all depends on their inventory needs and supplier readiness,” he told the Journal of Commerce. Many of the countries facing new tariff rates from Aug. 1 are manufacturing powerhouses in Asia, such as Thailand (36% tariffs), South Korea (25%) and Malaysia (25%). The levies will include air freight-friendly commodities such as pharmaceutical imports and semiconductors. Some framework deals have been made with the US. A deal reached recently with Vietnam will see tariffs set at 25% for US exports and 40% for any goods “transshipped” through the country en route to the US, while deals were reached with the Philippines and Indonesia this week setting tariffs at 19% — although no details have been revealed. While the tariffs on Asian countries might have some indirect benefit to the air cargo industry through frontloading, the loss of huge e-commerce volume still affects the trans-Pacific business directly. In 2024, e-commerce shipments accounted for close to 50% of China-to-US air freight volume, with the big Chinese platforms Temu and Shein filling dozens of freighters every day. But that spigot was turned off by President Donald Trump on May 2 with dramatic effect. The duty-free exemption for low-value imports from China valued at under $800 was eliminated, although that was followed on May 14 by a reduction of de minimis tariffs from 120% to 54%. Items sent via post from China to the US are now charged a flat fee of $100, regardless of value. China-US air cargo demand fell more than 30% in June year over year following a 28% drop in May. Data from Rotate for July shows China’s e-commerce exports to the US falling 44% year over year, even as e-commerce exports to all other countries recorded robust growth of nearly 50%. <h3>‘Precipitous fall’ in China-US e-commerce </h3>The effect of the US tariffs on China’s two main e-commerce platforms, Temu and Shein, has been significant. Market intelligence firm Sensor Tower estimates that from April to June, Temu’s US downloads fell 77% year over year and Shein’s were down 51%. Sensor Tower noted the “precipitous fall in app usage” could be tied to each company’s advertising spend in the US in June that for Temu was down 87% year over year and for Shein dropped 69%. Meanwhile, the ability to offset the e-commerce-driven drop in China-Europe air freight with growth in other markets was noted by Kuehne + Nagel CEO Stefan Paul on the forwarder’s <a href="https://www.joc.com/article/post-tariff-foreign-currency-headwinds-hit-kuehne-nagels-h1-q2-profit-6049005">first-half earnings call</a> with analysts Thursday. Paul said he was expecting a strong air cargo peak season later in the second half with “high single-digit growth” in volume in the fourth quarter driven by increasing demand for perishables, semiconductors and “hyperscalers” — IT equipment providing the cloud infrastructure that powers modern digital applications and services. Airlines are also increasing their focus on traditional cargo customers, with Cathay Pacific saying business has been booming. “We observed significant growth in tonnage from Southeast Asia and the Taiwan region to the Americas, driven by both general cargo and high-tech electronics,” Lavinia Lau, chief customer and commercial officer at the Hong Kong-based airline, said in a statement on the carrier’s June operations. The world of LTL is slow to embrace change. Business anachronisms permeate current supply chain processes. These vestiges of the way things used to work define the LTL freight transportation procurement process of many modern shippers.David Knuth, logistics specialist at IEWC, a global supplier of cable and wire based in Wisconsin, is happy to have modernized the RFP process, automating the entire LTL bidding procedure with Bid$ense, SMC³’s automated truckload and LTL freight transportation sourcing solution. But when prompted, he can still recall what once was.In his previous job, a large part of his duties were consumed by creating an intermodal bid package for carriers. In a spreadsheet, Knuth detailed the company’s volumes lane by lane, taking care to delete any errant keystrokes or misleading data. He would then email out the information to each carrier, taking time to respond to detailed technical questions about the spreadsheet data. Finally, he had to compile all the results, create an algorithm that would compare the carriers on each lane, and award the business.“It was a huge undertaking. It took about four months to do,” Knuth said of the old process. “It was almost a full-time job for that part of the year, every year.”In his new job at IEWC, he sat down with Bid$ense on day one and was amazed at the capabilities. Knuth had never before used a bid tool. SMC³’s latest versions of Bid$ense automate the process even further, taking truckload and LTL RFPs entirely online. The tool draws on RFP best-practices protocols to streamline the bidding communication process, enabling bidding carriers to respond accurately and promptly to shipper requests. The solution also does all the distribution work automatically, electronically submitting shipper bid data to carriers based on their actual service capabilities and performance records. Carriers are alerted with timely prompts for RFP deliverables, so shippers aren’t waiting by the phone for responses.Another benefit of automating the process is the data-cleansing assistance. When Knuth sent spreadsheets to carriers, data errors might cloud the bidding process; he might have to resend data or simply accept a price that did not truly reflect the costs of doing business. Data cleansing is incredibly beneficial, he said.The spreadsheet technique also made bidding analysis an onerous task. Since Bid$ense automates and streamlines the entire RFP process, intensive examination is now simple. SMC³ knows that each bid has more than one best outcome. With uniform responses from each carrier, shippers can quickly rank results and create an unlimited quantity of what-if scenarios to make the optimal procurement decision.Jesse Burnett of Central Garden &amp; Pet experiences many of the same benefits. Founded in 1980, Central Garden &amp; Pet has spent the last three decades growing from a small garden supply company to a provider of a range of products from dog chews and bird seed to soil supplements and natural insecticides. For much of its life, the company shipped these disparate goods via LTL and truckload carriers to retailers throughout the country, relying on each business unit to negotiate directly with their freight transportation providers. This arrangement worked fairly well for a small company, but as Central Garden &amp; Pet expanded, leadership decided to consolidate decision making.Burnett helped centralize the transportation decision making in 2015 with SMC³’s Bid$ense. Before Bid$ense, every business unit operated independently as far as negotiating with carriers.“There were a lot of different things just floating around,” he said. “We didn’t have master agreements in place; no national pricing at all. The pricing from carriers was just all over the place, depending on where you were.”The transformations he saw with Bid$ense were immediate. Burnett has been using the tool about every other year since its implementation at the company. Central Garden and Pet’s $19.6 million 2019 LTL bid saved the company just more than 9 percent when compared to its historical average. For Burnett, though, bid automation extends far beyond savings.“We knew that we weren’t getting the best pricing offer from our carriers just because nothing was centralized,” he continued. “We knew that if we combined everything from all these business units and paired it with one corporate offering, then it would drive some cost benefit with it.”When the company initially decided to centralize bid procurement, executives researched a number of different methodologies and technologies. In the end, though, Burnett found that Bid$ense was both widespread and well known, and that his carrier partners already knew how to use the application. The reflagging of the Phoenix — the largest container vessel to ever sail under the US flag, occurred in Charleston, CMA CGM said in a statement. The ship will be used on the carrier’s Indamex service that connects the US East Coast with India, Pakistan and Sri Lanka. The Marseille-based liner is the owner of the US-flag carrier American President Lines (APL). <div class="phx-topic">Transportation technology provider GenLogs is branching out from providing information on truckload capacity and carriers to doing the same in the US drayage market. GenLogs, whose primary business is helping freight brokers identify carriers they can work with on lanes where shipper-customers have volume, is looking to extend similar capability to drayage lanes from every major container port in the US through a product called “Port Intelligence.” GenLogs has established sensors at the Port of Miami and will add a second major port next month, CEO Ryan Joyce told the Journal of Commerce Friday. “We don’t need sensors right at gates to get the drayage data that unlocks all these capabilities for customers,” Joyce said. “We hope that this will help us springboard to signing all 300 ports in the United States as customers, as Port Intelligence gives them visibility into where cargo flows inland from each port, and which [beneficial cargo owners] may be better serviced by their port rather than a neighboring port.” GenLogs’ platform uses a nationwide network of its own roadside sensors that passively collect data on every passing truck and equipment pairing. Joyce said the nearly 1,000 sensors in the network collect about 10 million images of trucks each day on more than 285,000 unique for-hire truck carriers, including drayage carriers. The static sensors, on the sides of interstates, filter out private vehicles and only collect data on vehicles, not drivers. The company’s product combines data from its sensor network with other third-party datasets to track truck locations, equipment pairings and patterns. <h3>Initial users include larger customers </h3>The Port Intelligence features allow users to identify destinations where drayage volume is headed from US container gateways, a list of shippers and receivers tied to those moves, and a list of carriers operating on those lanes. GenLogs’ “Asset Locator” tools allow users to set alerts for specific containers and chassis based on an identifier. Joyce said GenLogs expects about one-third of its existing 60 customers to use Port Intelligence, mostly larger customers who also move drayage such as J.B. Hunt, CH Robinson, Ryder, Echo Global Logistics, NFI and Evans Transportation. He also said forwarders and drayage-specific third-party logistics providers have shown interest in the product since it launched Thursday.
